Project Overview

T&M was retained to provide construction administration and inspection services for the replacement of Bridge MA-11, a two-lane, single-span bridge. Acting as the county’s representative, T&M’s responsibilities include full-time observation of construction activities, performing material and installation inspections, generating daily construction reports, maintaining detailed project documentation, and creating a photographic record of construction progress. This comprehensive oversight ensures that all work complies with project specifications and quality standards.

The project involves the complete demolition and removal of the existing bridge structure and the construction of a new 77-foot single-span bridge. The replacement structure features precast AASHTO I-beams supporting a concrete deck, cast-in-place concrete footings with concrete-filled pipe piles, permanent steel sheeting, CIP concrete retaining walls, and extended concrete wingwalls. The bridge will be widened to accommodate two 12-foot traffic lanes, two 5-foot shoulders, and a 6-foot-8-inch sidewalk, along with NJDOT-standard four-bar open steel railings. Construction activities also include raising the roadway profile along the approaches, constructing a column-supported embankment system, full-depth roadway reconstruction, installation of storm sewers, curbs, guide rails, and lighting, as well as utility relocations.

To minimize environmental impact, all in-water work in Matawan Creek is prohibited from March 1st to June 30th to protect anadromous and diadromous fish species. Similarly, tree removal is restricted from April 1st to September 30th to safeguard nesting birds, unless verified by a professional arborist. The project is conducted under a full roadway detour to ensure public safety and minimize disruption.
