Burlington Township (Township) owns and operates the Beverly Road Water Treatment Plant, which provides drinking water to customers across a portion of Burlington Township, New Jersey. This three-million-gallons-per-day (MGD) treatment plant was required to begin sampling for per- and polyfluoroalkyl substances (PFAS) in the first quarter of 2020. It was found that the running quarterly average concentration of perfluorooctanoic acid (PFOA) exceeded the New Jersey Department of Environmental Protection (NJDEP) Maximum Contaminant Level (MCL) of 14 ng/L in March 2021.
T&M completed an evaluation for the Township, comparing options for treatment of PFAS in groundwater, and provided budgetary estimates for the expected capital and operating costs for treatment systems. Because the Township was already treating their water for radon with air stripping towers, T&M evaluated options for placement of the perfluorooctanoic acid (PFOA) treatment process within the Township’s overall treatment train, to minimize the impact of the new treatment process on the existing plant. Based on the evaluation of costs and other factors, the Township selected ion exchange (IX) resin for treatment of PFOA and selected a position at the front of their existing treatment plant (ahead of the air stripping towers) for placement of the IX resin treatment system.
T&M was selected by the Township to design and oversee the construction of the PFOA treatment system and a building to house the system. T&M designed the treatment system and aided the Township with bidding and selecting the treatment equipment and preparing the NJDEP permit. T&M will oversee construction of the treatment system in 2023/2024.
T&M’s overall scope of services has included: feasibility analysis; environmental and engineering design; structural, mechanical, and electrical design; preparation of NJDEP permit applications; bidding assistance; site work; construction administration; and construction inspection services.
