The Outerbridge Crossing is a cantilever bridge that connects Perth Amboy, New Jersey, and Staten Island, New York. To address facility-wide priority repairs to keep the Outerbridge Crossing facility in a state of good repair, the Port Authority of New York and New Jersey (PANYNJ) engaged T&M to provide design services.
T&M provided design services to PANYNJ that addressed facility-wide priority repairs to keep the Outerbridge Crossing facility in a state of good repair. T&M provided final contract drawings, specifications, construction cost estimates and schedules, and performed Post Award services for structural steel rehabilitation.
T&M’s structural team performed field inspections to verify existing conditions and record deficiencies of the priority repairs. Inspection activities consisted of hands-on visual inspections of the existing snow fencing and structural elements utilizing various hand tools and instruments including hammers, flashlights, calipers, wire brushes, ladders, man lifts, and miscellaneous equipment. Measurements of the existing steel sections exhibiting pack rusting, section loss, cracking, and/or connection deficiencies were made to develop repair recommendations. At the locations where the concrete was delaminated or spalled, some sounding/prying was performed to confirm the limits of deterioration. Upon completion of the inspections, T&M developed repair plans for construction.
T&M is providing construction support services, which include attending progress meetings; review of the contractor’s working drawings; design calculations; cuts for conformance; responding to RFIs; periodic construction progress site visits; and preparation of Post Award Contract Change drawings estimates.
