Canal Crossing is a 111-acre tract in Jersey City, which was declared an “area in need of redevelopment” in 2009. The tract was formerly tidally flowed land, filled in the 1800s for industrial development. The Canal Crossing project reconfigures 17 industrial blocks into 40 walkable city blocks. The area is planned to be redeveloped into a thriving mixed-use development complete with proposed schools (i.e. high school, middle school and elementary school), high-rise residential, retail, industrial, and commercial uses. The project is under the supervision of the Jersey City Municipal Utilities Authority, Jersey City Redevelopment Agency, and Jersey City Planning Department. The design is being developed around themes of building neighborhoods, reconnecting the urban grid and sustainable design which included numerous streetscape-designed roadways.
The project goals are to (1) reuse existing infrastructure where feasible; (2) separate combined storm/sanitary sewer systems; (3) focus on green infrastructure; and (4) include a robust transportation network of complete streets which serve pedestrian and bikeway needs, as well as provide connections to open space, and a new train station.
The project is currently in design phase and the complete build-out will occur over a period of 10 to 15 years. The distributed property ownerships present unique staging issues further complicated by individual site remediation requirements.
T&M professionals are designing the re-envisioned right-of-way while collaborating with the various property ownerships, regulatory agencies and other stakeholders. Responsibilities include roadway design, land grading, stormwater management, utility design, traffic design, environmental remediation support, permitting, project management, landscape architecture and land surveying. Additionally, the project includes the design of a new stormwater outfall to the Hudson River that will require additional permits and coordination.
Permitting of the overall project includes preparation of submissions to US Army Corps of Engineers (USACE), New Jersey Transit, Consolidated Rail, New Jersey Turnpike, New Jersey Department of Environmental Protection (Treatment Works Application, Flood Hazard Area Individual Permit, Waterfront Development, Tidelands), New Jersey Parks Department, Hudson Essex Passaic Soil Conservation District (HEP), etc.
T&M’s Site Development team serves as an agent for the Jersey City Municipal Utilities Authority (JCMUA). Management services include bidding support/coordination, engineer’s construction cost estimation and construction management.
