Project Overview

In 2017 work began to widen and rebuild Monmouth County’s busiest and most highly trafficked intersection and two bridges through which 37,000 cars travel each day. Improvements were urgently needed due to unending congestion and two antiquated bridges leading up to the SR 34 and CR 537 intersection. Years prior Monmouth County had begun navigating the complex permitting process and securing project funding; negotiating with various state entities.

Monmouth County in conjunction with the NJDOT, selected T&M to provide resident engineering and inspection services for the construction inspection and contract administration for the improvements.

This $17.7M federally funded multi-phase project would take three years to complete and included widening SR 34 to accommodate an exclusive left turn lane, two through lanes, an exclusive right turning lane and two receiving lanes along both approaches to the intersection with CR 537. CR 537 was also widened to accommodate an exclusive left turn lane, a through lane, a shared through/right lane and two receiving lanes along both approaches to the intersection. A new state-of-the art NJDOT Traffic Signal was installed at the intersection and replacement of Bridges 1308-152 and 1300-A18. In addition, the plan included installation of retaining walls, bio-retention basins, curbs, sidewalks, ADA Ramps, driveway aprons, bicycle compatible lanes, and landscaping treatments.

T&M ensured federal contract compliance; prepared submittals to the NJDOT for reimbursements and maintained Source Documentation; and prepared for spot inspections by NJDOT or FHWA. T&M observed all construction activity including performing and documenting material and installation inspections to determine if the work was constructed in general conformance with the contract plans, specifications, and approved submittals.

Notably, the need to minimize disruption and keep traffic flowing throughout was a must. T&M successfully coordinated field meetings, resolved issues, and determined project schedule.
