Assignment follows company’s role as project’s final designer and work on other key infrastructure improvement projects within city
MIDDLETOWN, NJ –The City of Hoboken, NJ has selected T&M Associates and their sub-consultant, ENGenuity Infrastructure, to provide construction administration and inspection (CA&I) services for the City’s $17M Washington Street Rehabilitation and Redesign Project. T&M was responsible for final design of the project under a previously awarded contract with the city.
Washington Street is the “Main Street” and Central Business District for the City of Hoboken. It was recently designated as a “Great Street” by the American Planning Association. However, Washington Street requires maintenance and upkeep to properly address safety and accommodate the recent increase in multimodal activity and use. In addition to the physical condition of the pavement, there are some challenges presented by the street’s dated infrastructure and design that are currently not compliant with various state and national standards.
The Washington Street Rehabilitation and Redesign Project will include milling, paving and striping from Observer Highway to 15th Street. The project will also include:
- Installation of 15 new traffic signals with pedestrian countdown timers, emergency pre-emption system, and optimized signal timing;
- The addition of 15 rain gardens and drainage improvements to capture stormwater and help reduce the city’s flooding;
- Replacement of century-old water mains and service lines to new valve boxes at the curb;
- Installation of conduit for an electrical microgrid and fiber optic cabling;
- Installation of concrete bump outs at corners with ADA handicap curb ramps and high visibility crosswalks;
- Addition of Class II unprotected bicycle lanes from Observer Highway to 8th Street;
- Refurbishment of all existing street lights with more efficient lighting fixtures; and
- Creation of dedicated commercial loading zones.

Construction of the project is scheduled to begin in January and completed within 18 months. The project will be staged in three two-block stretches and traffic will remain open in both directions at all times for the entire length of Washington Street for the duration of the project. T&M understands the need to complete these vital infrastructure improvements but also to minimize disruptions and keep the city open for business.
The T&M team has created a project website (www.washingtonstreetproject.com) to update the business community, residents and visitors on project activities and potential impacts throughout the project’s duration. A field office has also been established to provide access to the project’s Resident Engineer during designated office hours.
In addition to T&M’s work on Washington Street, the company has recently completed other important infrastructure projects within the city, including providing construction management and inspection services for the Observer Highway and Newark Street Improvement Project and planning, design, engineering, construction inspection and creative services for the Citywide Wayfinding and First Street Streetscape Revitalization Project.
