Lateral Landfill Expansion Permit Application and Cell Construction

Gloucester County LandfillT&M Associates was retained by the Gloucester County Improvement Authority (GCIA) to apply for a modified solid waste permit for the Gloucester County Solid Waste Complex (GCSWC) in South Harrison Township, NJ, to increase its capacity via a 52 acre lateral expansion. The proposed expansion of the GCSWC will allow waste disposal activities to continue at this facility until 2026.

T&M performed a comprehensive geotechnical and hydrogeological investigation for the proposed lateral expansion. Eleven test borings (ranging from 21 to 120 feet in depth) and three piezometers were installed to characterize and verify the geology and groundwater conditions beneath the site. T&M modified the facility’s existing Engineering Design Report (EDR), Environmental and Health Impact Statement (EHIS) and Closure Plan to address issues specific to a modified permit. T&M revised and updated all of the existing Engineering Design Drawings affected by the modified design. Following submittal of a complete application, T&M will respond to NJDEP’s comments based on their technical review of the application. T&M also assisted Gloucester County with the update to the District Solid Waste Management Plan to include the proposed expansion.

T&M has worked with the GCSWC for nearly 20 years. The firm was recently retained by the GCIA to provide Quality Control (QC) services during the construction of the landfill liner system for Cell 11A. This 10 acre cell at the Gloucester County Solid Waste Complex includes the installation of a dual composite geosynthetic lining system, with both the secondary and primary liner systems consisting of a geosynthetic clay liner (GCL), an 80-mil High Density Polyethylene (HDPE) geomembrane liner and a 200-mil thick drainage geocomposite, covered by a 24-inch thick sand drainage layer above the primary drainage geocomposite. In addition, a leachate pump station, HDPE double containment leachate force main and manhole will be constructed. During the course of the landfill liner construction, T&M will provide the customary QC services required by the NJDEP for landfill liner construction. As a result of these services, various testing will be performed which results are later assembled into a Construction Certification report for submission to the NJDEP for the landfill cell construction. The review of shop drawing and material submittals, and the review and recommendation of Contractor payments during the course of the project, will also be provided by T&M. T&M also prepared the contract bid documents for this cell of the Complex.
