President, Chief Executive Officer, Chairman of the Board

Kevin Toolan brings over 40 years of experience to T&M Associates as president, chief executive officer and chairman of the board. He oversees the daily operation of all aspects of the firm and manages the overall implementation of projects to ensure all client needs are met.

Kevin joined T&M Associates in 1972. Prior to becoming president and CEO, he served as a principal and project manager on numerous environmental engineering projects, and as a utility authority engineer and municipal engineer for several water and sewer utility authorities and municipalities. He is a member of the Board of Trustees at New Jersey Institute of Technology and was the 1998 recipient of the Civil Engineer of the Year Award from the New Jersey section of the American Society of Engineers. 

Gary C. Dahms, P.E., P.P., C.M.E.
Senior Vice President, Chief Operating Officer

Gary Dahms has worked at T&M for 23 years, currently serves as a senior vice president and the firm’s chief operating officer. Prior to this position, he was manager of T&M’s site development division, responsible for the preparation of all aspects of real estate development site plans and subdivision designs. 

Gary’s expertise also includes a broad background in civil engineering and in the design of a variety of road and highway projects. In addition to serving as chief operating officer, he is a member of the board of directors at T&M Associates.
